I.
CLASSIS MISSION AND VISION STATEMENTS
A. Mission Statement: The
Mission of Classis is to be, by the guidance
and power of the Holy Spirit, a growing community of
Churches called to witness to Jesus Christ and
advance God's reign in the whole region in which we
live by continuing to be reformational, by being
accountable to each other while valuing the
diversity of our expression, and by fostering
ministry in and among the local Congregations.

II.
THE CONVENING OF CLASSIS
A. Classis shall
convene in regular sessions three times annually.
Ordinarily these meetings shall occur on the third
Thursday in January, May and the first Thursday in
October.
Special sessions of Classis may be held upon the
decision of the preceding regular session of
Classis, or upon the call of the
Classis Executive Committee (CEC) or when at least five councils request a
special session.
B. Classis shall be constituted and function
according to the Church Order of the Christian
Reformed Church.
C. Further specifics for the regular sessions of
Classis shall be decided upon at the session of
Classis preceding the one for which these specifics
shall be relevant.

III.
MEETINGS OF CLASSIS
A. At each regular
session of Classis there
will be a Ministry Equipping Session organized by
the Ministry Coordinator.
B. The Chairperson may declare Classis constituted
when delegates from two-thirds of the Churches are
present with proper credentials.
C. All the sessions of Classis shall be open to the
public, unless Classis decides to meet in executive
session. Executive sessions shall include only
office bearers, the Stated Clerk, the alternate
Stated Clerk, members of the CMC, and others given special permission. The
Minutes of such sessions shall be kept in a separate
book and not made public.
D. Classis Speaker Guidelines
1. Guidelines for deciding who may address a
particular Classis Toronto meeting:
a. All Classis Toronto owned
ministries will get time to address classis at any
meeting, if requested.
b. All denominational owned
ministries will receive time to address classis once a
year, if requested, including the higher educational
ministries receiving ministry share support in Classis
Toronto (Redeemer, ICS). These ministries are
encouraged to limit their time to 10 minutes.
c. If the executive of
classis agrees with the stated clerk of classis that
there is time on the agenda, then synodically approved
ministries will be granted five minutes to address
classis.
d. Finally, if the executive
of classis agrees with the stated clerk of classis
that there is time on the agenda, then other
ministries judged of interest to classis may be
granted five minutes to address classis.
e. No more than three
speakers mentioned in points 2 through 4 will be given
time to address classis and those in point 2 will get
priority over those in point 3 and those in point 3
will get priority over those in point 4, given that
their request comes in at least six weeks before
classis meets.
f. Written materials may be
handed out at the meeting. Material will be attached
to the agenda of classis if it is received six weeks
ahead. For organizations in point 3 and 4 the
materials must be no longer than one page.
2. In order to make reports
more engaging and useful at Classis meetings the CMC
requests that presenters follow the guidelines below:
a. Except for annual verbal
reports given by Classis employees (e.g., Chaplains,
Ministry Coordinator), verbal reports shall normally
be given by a member of the appropriate Classis
committee rather than by Classis employees.
b. Verbal reports will not
exceed 5 minutes unless permission has been given by
the CMC executive prior to the Classis meeting.
c. Verbal reports may only
include videos/DVDs by special permission of the CMC
exec but such videos/DVDs are to be shown only if a
person is present from the ministry to answer
questions.
d. Verbal reports should answer
the following questions:
(1) “Why is this information
important and useful for the people seated here to
know?”
(2) “How does the ministry I
represent serve Classis Toronto, meet its mission
statement and enhance the ministry of individual
churches?”
(3) “What ideas can the
elders and pastors take home to make a difference in
their church’s ministry today?”
(4) “How can the individual
churches tap into and benefit in the future from the
ministry I represent?”
(5) “Whom can they contact to
gain more information or assistance for their church
ministry?”
e. Time will be given after
each report for questions.
f. Any additional materials
can be provided in a limited supply in hard copy. It
is preferable that a copy of the report, additional
materials and resources be made available to the
churches on the Classis Toronto website via submission
to the Ministry Coordinator.
E. When requested, expenses incurred in connection
with the sessions of Classis shall be paid by the
Classical Treasurer according to the rules in
section VI.
F. The host Church shall provide lodging when
requested.

IV.
OFFICERS AND THEIR DUTIES:
A.
Chairperson:
1. The Chairperson shall
serve for all the meetings of Classis that take
place within one year. Ordinarily the position
changes to the Vice-Chairperson on May 31, therefore
ordinarily the September meeting of Classis is the
first Classis meeting of this year.
2. The Chairperson shall be the person who served as
Vice-Chairperson at the meetings of Classis in the
previous year. Should this person be unable to serve
someone else shall be elected by ballot. No one
shall ordinarily serve as Chairperson of the meetings of
Classis for two consecutive years.
3. The Chairperson shall call the meeting to order
at the appointed time, and shall see to it that each
session is properly opened and closed.
4. After opening prayer the Chairperson shall call
for the credentials, read the roll, and declare
Classis constituted if delegates from two thirds of
the Churches are present.
5. The Chairperson shall preside over meetings of
Classis according to the rules of order.
6. After declaring Classis constituted the
Chairperson shall briefly explain the significance
of the form of subscription and see that it is verbally affirmed by all delegates present.
7. The Chairperson shall see to it that guests of
Classis are welcomed.
8. In case the Chairperson feels compelled to speak
on a pending question, he/she shall relinquish the
Chair to the Vice-Chairperson while so doing.
9. The Chair shall have the prerogative of declaring
a motion or person out of order. In case this ruling
is disputed, Classis, under the guidance of the Vice
Chair, shall sustain or reject the ruling by
majority vote.
10. In case Classis decides that it would be well
served by appointing a Committee of advice that
would report back the same day, and in case the
motion to have such a Committee did not stipulate
who would be the members of that Committee, the
Chairperson shall appoint its members with the advice of the
Vice-Chairperson and the Stated Clerk.
11. When a vote is a tie the Chairperson may cast
the deciding vote, if the Chairperson refuses to
break the tie, then the motion does not carry.
12. The Chair shall rule on points of order. This
ruling may be reversed by a majority of Classis if
any member is dissatisfied with the ruling of the
Chair and appeals to the floor.
13. In the case of his/her inability or incapacity
to act, the Vice-Chairperson shall assume all duties
and privileges of the Chair. If the Chairperson is
not able to serve for the rest of the day Classis
may appoint a new Vice-Chairperson.

B.
Vice-Chairperson:
1. The Vice-Chairperson
shall serve for all the meetings of Classis that
take place within one year. Ordinarily this year
will begin with the September meeting of Classis.
2. The Vice-Chairperson shall be elected by ballot
at the May meeting prior to the year in which he/she
serves. Anyone serving as Chairperson of the
meetings for one year is ineligible to serve as
Vice-Chairperson the following year.
3. If the Vice-Chairperson is unable to attend,
Classis may elect a new Vice-Chairperson for the current
session.
4. In the absence of the Chairperson the
Vice-Chairperson
shall assume all the duties and privileges of the
Chair.
5. The Vice-Chairperson shall render all possible
assistance to the Chair as circumstances may
require.

C.
Past-Chair:
1. The past-Chair shall
serve on the CMC and
CEC for one year after his/her term as
Chairperson is over. |

D.
Stated Clerk:
1. The Stated Clerk shall
be chosen for a term of three years at a January
session of Classis.
2. The Stated Clerk shall
a. record the proceedings
of Classis and distribute the transcribed Minutes to
all councils.
(1) These Minutes shall
contain:
(a) The names of the
Congregations and their delegates.
(b) All main motions whether carried or lost; all
secondary motions which carry, all appeals whether
sustained or lost.
(c) Any document or part of a debate or address
which Classis may order inserted.
(2) They shall not
contain:
(a) Any rejected motion
unless it is a main motion.
(b) Any motion that is withdrawn.
b. conduct all
correspondence for Classis between its sessions.
c. keep the files and be the custodian of the
official seal.
d. draw up the agenda for the session of Classis in
consultation with the CMC. He/she shall distribute it (together with copies of
reports, overtures and appeals) to the councils at
least four weeks before the session of Classis.
e. see to it that Synodical deputies from
neighbouring Classis are invited to meetings at
which their presence is required.
f. serve as an ex-officio member of the CMC and CEC.
g. be available to serve the Churches and the Committees of
Classis with information about the
functions of Classis and its Committees.
h. serve as a liaison
between Classis and the Denominational Historical
Committee (DHC).
(1) s/he shall follow-up
on the annual request forwarded by the DHC, keep in
contact with the Churches of Classis, and encourage
them to forward to the DHC documents and information
of historical value such as follows:
(a) Special events in
the life of the Churches of Classis and/or members
of the Churches (anniversaries, years of service
etc.)
(b) Minutes of Council
and Consistory meetings for microfilming by the DHC.
(2) s/he shall annually
submit a written activity report in time for
inclusion with the materials for the October meeting
of Classis.
3. The Stated Clerk shall
receive suitable remuneration as Classis shall
annually decide, and be paid for all expenses.
4. The alternate Stated Clerk shall serve in the
absence of the Stated Clerk and shall also receive
the Minutes of the CMC and have permission to attend
CMC meetings in an ex-officio capacity.

E. Alternate Stated Clerk
1.
The Alternate Stated Clerk shall be chosen for a
term of three years at a January session of
Classis.
2. The Alternate Stated Clerk shall serve in the
absence of the Stated Clerk.
3.
The Alternate Stated Clerk will serve as an
ex-officio member of the CMC and the CEC when
serving in the absence of the Stated Clerk and for
no longer than two terms (six years).

F.
The Treasurer:
1.
The Treasurer and his/her alternate shall be
appointed for terms of three years. This appointment
shall be held at a September session with the term
of office beginning on January 1 of the following
year or as applicable.
2. The Treasurer shall:
a.
safeguard the funds of Classis by depositing them
regularly in a Bank approved by Classis.
b. keep an accurate record and issue receipts for
all moneys received.
c. disburse funds to the causes for which they were
received at least once every three months.
d. pay expenses incurred by the Committees, officers
or delegates of Classis upon approval by the
Committees or CMC or CEC and according to the guidelines
outlined in section VI.
e. present a statement of receipts and disbursements
at every meeting of Classis which should be emailed
to the delegates with the agenda when possible, if
not possible they should be handed out at the
Classis meeting.
f. provide an adequate surety bond if requested by
Classis. Such provision, when made, shall be
recorded in the Minutes and paid for by Classis.
g. be ready to give an account of the finances of
Classis at any time the
CMC or CEC
may request it.
h.
the Treasurer is responsible to collect funds from
delinquent loans from the Student Fund with advice
from the Candidacy Committee.
3. The Treasurer shall
have the privilege of the floor in all matters
pertaining to the finances of Classis.
4. He/she shall receive suitable remuneration for
his/her work, as Classis shall annually decide, and
be paid for all expenses.
5. Cheques from Churches to Classis shall be made
payable to "Classis Toronto of the Christian
Reformed Church".
6. In the case of the Treasurer's inability to
function, the alternate Treasurer shall assume the
duties of the Treasurer, but only after the
financial records have been audited.

V.
CLASSIS STAFF
A.
Ministry Coordinator
1.
Purpose Statement: To meet the needs
of the Congregations of Classis for
resources and coordination of the activities in
their local and Classical ministries. To facilitate
the sharing of resources and ideas in order to
better equip and disciple the members of these
Congregations for the various areas of ministry.
2. Job
Description
a. Identify ministry
resource needs among the Churches of Classis and
link resources to them.
(1) The
Ministry Coordinator works intentionally with the
local Churches in Classis
(2)
The Ministry Coordinator engages Congregations in
conversation about what their ministry needs and
resources are
(3)
The Ministry Coordinator organizes regional training
sessions on key areas that would be of benefit to
the Congregations
(4)
The Ministry Coordinator works intentionally with
the Committees of Classis to identify needs among
the Churches and link resources to them.
(5)
The Ministry Coordinator
serves as a broker in order to work together in a
collaborative way with denominational, Classical and
local resources to provide services to the
Congregations
(6)
The Ministry Coordinator
serves as the Prayer Coordinator for Classis
.
(7) The Ministry Coordinator plans and facilitates
the equipping for ministry sessions at Classis
meetings
b. Work as staff person to
the CMC and CEC to empower it for its ministry with
Classis
and the Churches
(1) Participate in visioning,
goal-setting and long-range planning with the
Standing Committees of Classis.
(2) Organize and convene
annual planning day for the CMC
(3) Coordinate with Committees
to complete their tasks and keep Committees
accountable for continued implementation of their
goals.
(4) Help coordinate and
streamline ministries to encourage the most
effective use of time and volunteers and to prevent
over-programming.
(5) Ensure communication of
the Committees with the Churches of Classis
(via the website and Newsletter).
(6) Organize various ministry
events with leadership.
(7) Organize resources
available to Congregations (via the website)
(8) The Ministry Coordinator
has mutual communication with the Stated Clerk and
the Chair of Classis for the purpose of the
coordination of Classis Meetings and other events.
(9) With the help of CEC,
develops and distributes CMC Agendas and Minutes.
3. Qualifications:
a. The Ministry Coordinator is someone who has
passion for empowering the Church
b. The Ministry Coordinator is someone who is a self
starter and able to work within a flexible schedule
c. The Ministry Coordinator is someone who has
organizational skills for setting up workshops
d. The Ministry Coordinator is someone who has
networking skills for resource coordination
e. The Ministry Coordinator is someone who has the
ability to communicate effectively with
Congregations, Classis and other ministry partners
f. The Ministry Coordinator is someone who has
computer skills in web site management as well as
word processing and desk top publishing
g. The Ministry Coordinator is someone who is a
member of the CRC
4.
Accountability: This position is
accountable to the CEC through attendance at all the
meetings and meeting every other month with a member
of the Executive. The Ministry Coordinator
reports to each meeting of Classis with a written
report and verbal clarification on the floor of
Classis. Evaluation happens annually in the spring
by the CEC.

B.
University of Toronto Campus Chaplains
1. Job Description for Christian Reformed Campus
Chaplains
The aim of the Campus
Ministry is to educate and witness to the reign of
Jesus Christ. The campus is an aggressively secular
and academic population. Campus Ministry is to build
a strong Christian community. The Minister serves as
a resource person to foster the development of this
community. The Campus Minister is to exemplify a
life of faith and obedience to Christ and ministers
in various organized group settings as well as to
individuals. The primary focus of the work is to
actively seek out and minister to students, grads
and undergrads, with a special focus on those who
are Christian Reformed. The Chaplain and volunteers
are called to fulfill these aims by doing at least
the following:
a. Request from the
Christian Reformed Churches, a list of students and
seek to contact and minister to all those whose
names are submitted.
b. The Campus Minister
will relate with the Churches of Classis by
means of preaching, speaking of the ministry, and by
attending all meetings of Classis.
c. Educate students and
develop their faith through organized group Bible
study and discussion of Christian worldview. To help
develop the claims of Christ by applying them
directly to their field of study or related issues.
d. Be available to
students who wish to talk with a chaplain about
personal stressors and/or their Christian faith by
maintaining a visible profile, an accessible office,
and ample office hours so students may readily have
access to the chaplain. (The Campus Committee has
developed guidelines for Pastoral Care in Campus
Ministry.)
e. Relate with faculty
and university staff members, including those in
university power structures. Serve on strategic
campus Committees as appropriate.
f. Assist with setting up
conferences, workshops, lectures, and with the
on-going ministries of Christian groups (i.e.
Inter-Varsity Christian Fellowship) by being an
active participant and/or resource person.
g. Be available for
teaching from a Christian perspective, through
lectures and articles in the campus media.
h. Encourage and assist
students to participate in their Churches, and where
feasible, assist in providing worship opportunities
for students.
i. Develop communication
with other chaplains on the campus, and with
Christian Reformed chaplains on other campuses.
Attend meetings of the ecumenical campus ministry
chaplains on campus.
j. Provide resources
(i.e. written and audio-visual) and encourage
students to use them to further educate and
stimulate intellectual growth to help build their
growing knowledge and faith.
k. Assess and evaluate
existing ministries as well as plan new
opportunities for ministering. Be alert and flexible
to changes on the campus and in the attitudes of the
students.
l. Seek out and train
volunteers for the Campus ministry. (Refer to
specific objectives on how this may be undertaken.)
m. Report in writing and
in person with the Campus Ministry Committee on all
existing programs/interactions and provide
information on new ideas or situations that occur on
campus.
n. Report to Home
Missions according to their schedule and report
format.

Common Tasks for the Chaplains of the University of
Toronto
a. Both Campus Ministers
will be involved in pastoral care, educational
tasks, leading bible studies and Christian worldview
courses.
b. Both will relate to
the Churches of Classis
c. Both will be available
to speak on campus and in Churches.
d. Both will relate to
Inter Varsity Christian Fellowship and participate
in joint projects, conferences and the like.
Both will be on the VCF staff team at U of T.
e. Both will relate to
other chaplains, taking leadership in liasing with
the U of T Campus Ministry Association.
f. Both will
provide resources to students, especially in the
area of the integrality of faith and learning.
g. Together with the CMC,
they will assess and evaluate existing ministries
and plan for future ministries.
3.
Tasks Particular to the Half Time Chaplain:
a. General coordination
of Graduate Christian Fellowship.
b. Set up and administer
a web site for CRC campus ministries in Canada.
c. Take prime
responsibility for communications.
d. Seek out and train
volunteers.
4.
Tasks Particular to the Full Time Chaplain
a. Faculty ministry.
b. Teaching ministry -
courses, lectures, etc.
c. Publications ministry,

C.
Logos (York University) Campus Chaplain Job
Description
1.
Preamble
The aim of the Campus
Ministry is to educate and witness to the reign of
Jesus Christ. In an aggressively secular and
academic context, Campus Ministry seeks to build a
strong Christian community of people who seek to
serve Jesus in all of their lives. The campus
minister serves as a resource person, pastor and
teacher for the fostering of such community.
Exemplifying a life of faith and obedience to
Christ, the campus minister will seek out and
minister to members of the York University community
(undergraduate and graduate students, faculty and
staff), including members of the Christian Reformed
Church. The campus minister and volunteers are
called to fulfill this aim by the following
objectives:

Objectives
a. Seek out, through
various means, students, faculty and staff who are
members of the Christian Reformed Church.
b. Relate to the Churches of Classis by
means of preaching and speaking of the ministry.
c. Educate students and develop their faith through
organized group bible study and discussion of the
content and contemporary implications of a Christian
worldview. This education is directed to whole-life
discipleship but takes seriously the academic
context of the ministry. Helping students to relate
their faith creatively to their studies is central
to this ministry.
d. Be available to students who wish to talk with a
campus minister about personal stressors and/or
their Christian faith by maintaining a visible
profile on campus and easy access to the campus
minister. If possible, the campus minister should
have an office on campus.
e. Relate with faculty and university staff members,
including those in the university power structure,
and serve on strategic campus Committees where
appropriate.
f. Assist with setting up of conferences, workshops,
lectures with the on-going Christian groups
(especially, but not exclusively, Inter Varsity
Christian Fellowship) by being an active participant
and/or resource person.
g. Be available for teaching from a Christian
perspective. This could include credit courses at
the university, non-credit courses, guest lectures
and articles in the campus press.
h. Encourage and assist students to participate in
their Churches and, where feasible, assist in
providing worship opportunities for students.
i. Maintain good relations with other chaplains on
campus and be a member of the Christian Reformed
Campus Ministry Association.
j. Provide resources (written, audio-visual,
digital) that stimulate a growing knowledge and
faith.
k. Periodically assess and evaluate existing
ministries as well as plan for new opportunities for
ministry. Campus ministry must always remain alert
and flexible to changes on campus in the attitudes
of students and faculty.
l. To seek out and train volunteers for campus
ministry.
m. Meet regularly with the Logos (York University) Campus Ministry
Committee to report on all existing
programs/interactions and provide information on new
ideas or situations that occur on campus. The campus
minister engages in this ministry in partnership
with and subject to the supervision of the Logos (York
University)
Campus Ministry Committee.

VI.
RULES FOR REIMBURSEMENT OF EXPENSES INCURRED ON
BEHALF OF CLASSIS
A. Rules for traveling
expenses
1. Delegates to Classis
and others acting officially on behalf of Classis
who use public transportation may be paid the full
amount of the fare.
2. Those using private transportation may be
reimbursed for mileage at a rate to be determined
annually by Classis.
3. those traveling over 400 kilometers one way may
claim one meal per day.
4. People are expected to ride together whenever
possible.
B. Rules for Meals: Those
who provide meals for the delegates at meetings of
Classis shall be given the full cost of the meals
and extra remuneration for service rendered, at
rates which Classis shall annually decide.
C. The janitor of the Church hosting the general
meeting of Classis may be given remuneration for
his/her services at a rate which Classis shall
annually decide.
D. Rules for Committees - Further expenses incurred
by Classis Committees shall be remunerated
according to the guidelines found in IX.

VII.
MATTERS LEGALLY BEFORE CLASSIS:
A. Classis shall transact
only such matters, and in such manner, as is
prescribed by the relevant articles of the Church
Order
B. Definitions
1. Appeal:
An appeal is a procedure by which a decision or
action of an assembly, board, agency, or Committee
is brought to the appropriate assembly for review in
the light of existing policies and standards of the
Church.
2. Communication: A communication is a
document presenting information, ideas, thoughts
opinions complaints or objections for consideration
of the assemblies. A communication is distinguished
from an overture in that an overture proposes a
specific action, and a communication does not. One
type of communication is a protest, which expresses
a complaint or objection to a decision or course of
action followed by an assembly. An assembly is not
required to take any action with respect to a
communication.
3. Overture: An overture is a formal
written proposal sent to an assembly requesting
adoption or amendment of a policy or other
legislative action by the assembly.
4. Report: A report is a document from
an individual appointed to a position by Classis; or
from a board, Committee, or agency of Classis
indicating work performed in response to the
mandates of Classis and presenting recommendations
for Classis. A report may also be from a
denominational agency informing Classis of some of
its activities and concerns.
C. Following is a list of
matters legally before Classis if they are submitted
to the Stated Clerk six weeks before the date set
for the sessions of Classis. These items shall be
distributed with the agenda for consideration by
councils before the meeting of Classis.
1. Overtures and
communications properly presented by councils within
Classis.
2. Overtures and communications from members of
Congregations within Classis which were properly
submitted to their council but not adopted by that
council.
3. All gravamina submitted according to the
procedures and guidelines of Synod 1976 (Acts of
Synod 1976, pp. 68-70).
4. Reports from Committees, Church visitors and
delegates to denominational and other boards
appointed by Classis. The
Classis Committees, ministries and agencies report
once per year. All reports should be given in
writing for distribution with the agenda for
Classis. Committees, ministries and agencies
may request to give extra reports. Requests
need to be in writing to the Stated Clerk six weeks
before the Classis Meeting they wish to make their
extra report. CMC will decide whether or not
to accept the request.
5. All other items which according to the Church
Order are properly the business of Classis.
6. Reports from individuals engaged in specialized
ministries within Classis from whom Classis requests
reports.
D. The following is a
list of other matters legally before Classis:
1. The printed agenda of
Classis.
2. Progress reports of Committees appointed by
Classis and Church visitor reports shall be
acceptable to Classis.
3. Protests and Appeals pertaining to councils or
Committees of Classis, shall be acceptable, provided
the council(s) or Committee(s) concerned has (or
have) received a complete copy of such a protest(s)
or appeal(s) in sufficient time before the meeting
of Classis to allow for a reply.
a. Protests and appeals
shall also be submitted to the Stated Clerk
six
weeks before Classis but in each case the CMC shall
decide whether the related materials shall be
distributed to the Churches.
b. The Classis shall decide on the legality of all
protests and appeals before considering them.
c. If invoked the Judicial Code shall apply to the
processing of appeals and written charges.
4. All matters which
Classis decides by two-third majority vote shall be
declared acceptable for consideration.

VIII.
SPECIAL FUNCTIONARIES OF CLASSIS:
A.
Church Visitors:
1. Church Visitor Teams
will be made up of two
experienced pastors and one experienced elder from
three different churches of the district in which
they will make visits.
a.

Each church visit will be
completed by two members of the church visit team
for that district.
3.
Church Visitor Teams shall do their work in
accordance with the Church Order and the guidelines
as found at
www.crcna.org/site_uploads/uploads/2000_report_churchvisiting.pdf.
4. Church Visitors shall
send a copy of their report to the relevant council
prior to the meeting of Classis at which the report
will be presented.
5. A copy of the church
visitor's report shall be filed with the stated
clerk.
6. At the meeting of
Classis the reporting visitor need not read the
whole report but may choose to focus on the unique
strengths and weaknesses present at that church.
7. Where objectivity is a
concern
a. Upon request of the
church being visited the church visitor team will
recruit an additional minister from their district.
b. The church visitor team
may in certain situations, if they deem it necessary
recruit an additional person for a visit.
B.
Delegates to Synod:
At its January session each year Classis shall
appoint delegates to Synod in accordance with the
Church Order. Alternates for each minister and elder
shall be appointed at the same session. Ordinarily
ordained ministers shall not serve as elder
delegates to Synod.
C.
Advisory Committees of Classis:
1.
Committees appointed to render advice, whether for
the present session of Classis, or for future
sessions, shall adhere to the mandate which Classis
must provide.
2. Appointments to Committees which render advice to
the present session of Classis shall ordinarily be
made by the Chairperson of Classis. Appointments to
Committees which serve a future session of Classis
shall ordinarily be made by the
CMC Committees which are appointed by the CMC shall be announced via the agenda
so that members of Classis may have opportunity to
communicate with them before Classis meets.
3. When Committees are appointed, one of the
appointees shall be designated as convener.
4. When Committees meet for the first time they may
appoint their own Chairperson and reporter.
5. Professing members of the Churches of Classis may
appear before any Committee to speak about matters
referred to the Committee by Classis.
6. Committee reports shall be signed by the
Chairperson and the reporter. In the event of a
majority and a minority report, each report shall be
signed by the members favouring it.
7. Recommendations by Committees shall be considered
as main motions and all the rules applicable to main
motions shall apply to these recommendations.
8. Recommendations may be recommitted to Committees
whenever the work of Classis can thus be expedited.
9.
The reporter and the Chairperson of the Committee
shall have precedence over other speakers in
defending their report.
10. A minority report may differ in every detail
from the majority report or vary only in parts. The
report of the majority shall be considered the
report of the Committee. After the Committee's
report has been presented, after its recommendations
have been moved and seconded, the minority report
shall be presented and received for information (see
Acts of Synod 1955, Art.95).
11. In the case of Committees appointed to give
adVice concerning an overture the recommendations of
an overture shall have precedence if the
recommendations of the advisory Committee are
radically different.
D.
Exhorting Licentiates
1.
Men or women who have made public profession of
their faith, who are gifted, well informed,
consecrated, and able to edify the Churches may
request Classis to grant them a license to exhort
within the bounds of Classis. Such a request must
have the endorsement of the council of the Church
where this person is a member.
2. At the time Classis considers such a request it
shall also decide by motion whether or not there
exists an urgent need for such services.
3. Before such license may be granted the candidate
shall be examined by Classis in the following
manner.
a.
The candidate shall exhort at Classis for at least
ten Minutes from a passage chosen by the
CEC. At
least two weeks prior to Classis this sermon, along
with two other sermons, one from the Old Testament
and one from the New Testament, shall be submitted
to two sermon critics appointed by the
CEC who shall
report at the examination.
b. After the exhortation and report of the critics
has been heard at the meeting of Classis an examiner
appointed by
CEC shall interview the candidate in
matters faith, knowledge of scripture and reformed
teaching, godly living, preparation of exhortations
and worship.
c. After such an interview questions from the floor
may be asked.
4.
A license granted by Classis shall be valid for one
year. A request for renewal must be submitted by the
licentiate to the January meeting of Classis. Such a
request must be accompanied by an endorsement from
council and may be answered by Classis without
further examination. Classis may also request
reexamination.
5. Those granted a license shall be required to sign
the form of subscription.

IX.
STANDING COMMITTEES OF CLASSIS
General Rules
for Standing Committees unless otherwise stated.
1. Terms of Service
a. All
Committee members are appointed and begin their term
in January, after their election or appointment at the
January meeting of Classis, except for the Classis
Ministry Committee’s executive (whom are selected in
the May meeting and begin their term in June) and the
Finance Committee (whom are selected in the September
meeting and begin their term in January).
b. All
Committee members are appointed by Classis for three
year terms. Members will serve no more than two
consecutive terms.
c. Committees
may make recommendations for new members to the
Nominating Committee by October 1 of each year
so such that the Nominating Committee can prepare
their list of nominees in time for publication in the
agenda for the January Classis Meeting, with the new
terms effective in February. For the Finance
Committee, whose members begin their terms in
September, names must be sent to the nominating
Committee
by August 1 of each year.
d. Committees
shall choose their own officers each year for one year
terms.
2. Reporting
a. All
Committees must keep Minutes of their meetings.
b. Each
Committee will report once per year except the CMC which reports at every Classis
Meeting

for Committee Reports at Classis Meetings:

Reports:
(a)
Written reports should be submitted to the CMC six weeks before the Classis is
scheduled to meet for inclusion in the agenda.
(b)
Written reports should be no more than 250
words
(c)
Written reports should consider the
following questions:
i. What
activities/programs/interests has your ministry or
chaplain been involved in the last year?
ii. How have
these items built on previous
activities/programs/interests?
iii.
How do these activities/programs/interests reflect
your Committee’s mandate and ministry foci?
iv.
What other Committees/Churches/ outside groups have
you been collaborating with over the last year?
On which of the above mentioned
activities/programs/interests?
v.
Where are you planning on taking the ministry in the
next year?
vi.
What has worked well in your ministry in the last year? What needs improvement?
vii.
Which area is in most need of prayer?
(2)
Verbal reports
(a)
Verbal
reports for standing Committees of Classis
should be 15 minutes or less unless special permission
to exceed 15 minutes has been given by the CEC prior to the Classis meetings.
(b)
Verbal reports may include videos with special
permission of the CMC executive.
(c)
Verbal reports must answer the following questions:
i. “How is
God working in and through our Committee?”
ii.
“How are (or can) the individual Churches of Classis
involved in this ministry?”
iii.
“Why is this information important and useful for the
people seated here to know?”
iv.
“How is the Committee meeting the Classis mission
statement?”
v.
“What ideas can the elders and pastors take home to
make a difference in their Church’s ministry today?”
(d)
Time will be given after each
report for questions.
3. Budget &
Finances
a. All
decisions concerning finances, e.g. the setting of the
budget, any special requests to Classis, etc., must be
recorded in the Minutes. Excerpt of Minutes
relating to finances must be sent to the Treasurer.
b. Developing the Budget:
(this section is being re-developed
based on a newly developed process adopted by the May
14, 2009 Classis).
c. The budget
cannot be exceeded without Classis permission.
d.
Remuneration of Expenses:
(1)
All requests for payment of expenses must be made on
an expense report. A proper invoice/bill/voucher is
to accompany the request.
(2) The Committee Chair’s
signature must be on the expense report signifying
his/her approval of the payment.
(3) The expense for payment
should state what account is to be charged.
(4)
A Committee may decide that
payments for amounts under $200 do not require the
Chair’s signature. Such decisions should be
properly made and recorded in the Committee’s Minutes.
The persons requesting payments under $200 are then
responsible for signing the expense report
accompanying the documentation for the payment.

A. Candidacy Committee
1. Membership: The Committee shall
consist of at least five members.
2. Mandate:
a.
Consultation:
The
Candidacy Committee will be a consultation and
advisory resource to the member Congregations of its
Classis, Classis itself, and other interested
parties (for instance, Leadership Development
Networks) regarding matters related to ministerial
candidacy in the CRC.
b.
Information:
The
Candidacy Committee shall provide information and
advice to the member Congregations of its Classis,
Classis itself, and other interested parties (for
instance, Leadership Development Networks)
concerning the candidacy process.
c.
Encouragement:
The
Candidacy Committee shall encourage the member
Congregations of its Classis to be pro-active in
identifying possible candidates for ministry in the
CRC and offer resources to help people discern their
calling.
d. Ministry
Readiness Profile:
The
Candidacy Committee is to provide counsel that will
help councils, Classis, and those preparing for the
ministry in the completion of the individual’s
Ministry Readiness Profile. Such profiles will be
progressive documents testifying to the candidate's
development and growth in the following areas:
a.
character
b.
knowledge
c. skill
e. Finance:
The
Candidacy Committee will recommend to Classis and
administer the distribution of appropriate financial
resources to assist those preparing for ministry
(see Church Order Art. 21 ).
f.
Endorsement:
Upon
receiving a positive recommendation to enter the
candidacy process from an individual’s council, the
Candidacy Committee will interview the individual
and work with them to prepare a Financial Plan, as
well as a Study Plan or Learning Covenant. The
Candidacy Committee will then forward their
endorsement to the SMCC. In the case of individuals
entering the candidacy or affiliation process
through Article 7 or 8, the Candidacy Committee will
also request licensure on behalf of the individual
to the SMCC.
g.
Celebration:
Assist the
Church and Classis that initiated the
study/candidacy process in appropriately celebrating
the progress of those preparing for the ministry
under its care, giving thanks to God for his
provision of faithful and gifted leadership for his
Church.

B. Campus Ministry Committees
1. Membership for the Logos (York University) Campus Ministry:
a.
The Committee shall consist of five to eight people
who believe in the importance of spreading the good
News of Christ our Saviour on Campus in light of the
Reformed view of Christ's leadership over all
aspects of life.
b.
At least one Committee member should be a member of
either Friendship Community Church or Willowdale
CRC.
c.
At least one Committee member should be a York
University student and/or faculty/staff invited by
the Committee or campus minister to sit as members
or as advisory members.
2.
Membership for the University of Toronto Campus
Ministry
a.
The Committee shall consist of five to eight people who
believe in the importance of spreading the Good News
of Christ our Saviour on Campus.
b.
Members will ordinarily be people who are well aware
of the CRC as well as university and faculty issues.
3.
Mandate:
a.
Support the Campus Ministry
(1)
Members will seek to be spiritually and emotionally
supportive to the minister and his/her family by:
(a) Providing pastoral care and encouragement
(b) Supporting him/her by prayer at meetings and
individually
(c) Being interested and supportive in personal and
Campus Ministry related concerns
(2)
Establish and maintain good communication with
Campus Ministry by:
(a) Scheduling and attending quarterly meetings with
the minister to stay current about ongoing events,
new ideas and/or events planned through written
reports and discussion.
(b) Discussing the minister's upcoming agenda
regarding workload and scheduling in accordance with
the Campus Minister Position Description and the
Pastoral Care Guidelines.
(c) Addressing specific problems that either the
Committee or the minister has assessed.
b.
Promote the Campus Ministry
(1)
Champion the ministry in Classis and help
spread its name
(2)
Enable fundraising when necessary
(3)
Help generate support from others
c.
Evaluate the ministry and minister and keep the
minister accountable - spiritually, professionally
and financially by:
(1)
Supervising and administering the employment of the
minister as mutually agreed upon in his/her contract
as well as the guidelines relevant for support from
Home Missions.
(2)
Evaluating the quality of the minister's work
through the various programs and contacts the
minister makes on campus.
(3)
Keeping accurate records of the number of students
counselled, number of office hours observed, number
of articles written in student papers, number of
Bible sessions led and attended, number of
professors personally engaged, number of ecumenical
chaplaincy events attended, number of sermons
preached, etc. and be able to report these numbers
to Classis when appropriate.
(4)
Regularly evaluating the Campus Minister's work
(annually or bi-annually) according to the
Evaluation Framework. The Committee should
report to Classis that the evaluation was completed
and any other relevant information regarding the
evaluation. If the minister is on contract,
the Committee should provide a thorough review of
the campus minister nearing the end of the contract
(usually three years) and recommend to Classis that
the minister be reappointed or discontinued, with
appropriate grounds.
(5)
Should the position of Campus Minister become vacant
the appropriate Campus Ministry Committee is
responsible to search for new candidates for the
position, conduct interviews and recommend a nominee
for a thorough interview on the floor of Classis and
final approval.
d.
Build up the Campus Ministry
(1)
Give direction to the Campus Ministry in conjunction
with the minister by assessing, planning,
implementing and evaluating the set objectives for
each semester and academic year.
(2)
Provide creative suggestions and feedback to improve
the ministry's mission.

C.
Classis Ministry Committee
1. Membership:
the CMC is made up of
a Chairperson, Vice-Chairperson,
Past-Chair,
and representatives from each of the
Committees of Classis. The
Stated Clerk and Ministry Coordinator have
ex-officio role on the Committee.
2. Mandate:
The CMC plans and coordinates
the meetings and ministries of Classis . It
provides regular reports and recommendations to
Classis on all aspects of its work.
a.
Nurture vision and planning within Classis
(1)
Keeping the mission statement, values and goals of
Classis in mind the CMC
stimulates and guides our joint ministries.
(2)
The CMC
coordinates and plans
future ministry that the Churches of Classis
can do together.
(3) Stimulates
desire in the local Churches in Classis to discover new outreach
ministry opportunities.
b. Provides
accountability, guidance and support for existing
ministries of Classis
(1)
Provides
meaningful supervision, information sharing and
regular evaluation of the work of our standing
Committees
(2)
Recommends budgets for our standing Committees
(3)
Receives
reports of our standing Committees and sends
appropriate reports to the general meeting of
Classis.
(4)
Provides
supervision, support and encouragement to the work
of Classis employees and volunteers:
(a)
Stated Clerk
(b) Ministry Coordinator
(c)
Treasurer
c. Provides
governance for Classis
(1) Sets
agenda for Classis Meetings
(2) Oversees
the implementation of decisions made by Classis

The CEC of the CMC will take care of
the details of the workings of Classis:

The
membership of the Executive is:
Chair, Vice-Chairperson, Past-Chairperson, (normally these positions
should be filled by two pastors and one lay person),
Stated Clerk (ex-officio) and
Ministry Coordinator (ex-officio).
(b) Works with the Stated Clerk to prepare a draft
agenda for Classis Meetings for the approval of the
CMC
(c)
Set agenda
for the CMC meetings
(d)
Oversee implementation of decisions made by Classis
that cannot wait until the next meeting of the CMC
(the CEC has the option of calling
an extra CMC meeting if necessary to deal with an
issue).
(d)
Communicates CMC reports and decisions to Classis.
(e)
Initiate the evaluation of the
work of the Ministry Coordinator in the spring of
each year and the Stated Clerk toward the end of
each term.
(f) Oversee
the Church visitation process.
(g)
Other:
i. Appoint counselors to vacant
Churches.
ii. Approve and process the credentials of
ministers entering or leaving the Classis when these
are routine.
iii. Appoint
Committees of adVice that serve
upcoming meetings of Classis.
iv. Prepare the schedule of examination of
candidates for ordination and candidates for
licensure
when needed.
v. Order annual financial audits and any interim
audits as may be necessary and engaging the auditor(s) for this purpose each year.
vi. Schedule pulpit supplies for:
(i)
vacant Churches when requested. This may be scheduled
for once a month but is not available for the months
of June, July and August.
(ii)
the Churches whose pastors serve as delegates to
Synod. These Churches shall receive pulpit supply
for one Sunday immediately following Synod.
(iii)
three Sundays per year at the Church of which the
Stated Clerk is member if the Stated Clerk is the
sole pastor of that Church.

D. Diaconal
Committee
1. Membership:
a.
This Committee should have at least four members.
b.
Members should have a passion for diaconal work.
Those serving as past and present deacons are
encouraged to become involved.
c.
Christian Reformed World Relief Committee (CRWRC)
Representatives, Operation Manna (OM)
Representative, Diaconal Ministry Canada (DMC)
Representative, and Diaconal Ministries Developers (DMD)
will sit on the Committee in advisor roles.
2. Mandate: The Diaconal
Committee exists to encourage and promote the work
of deacons in Classis in partnership with
Diaconal Ministries Canada (DMC) through:
a.
Training of new and existing deacons.
b.
Providing resources to diaconates
c.
Encouraging fellowship, support and sharing of best
practices among the diaconates of the Congregations
in Classis.
d.
Supporting and developing mutual ministries
(examples: Operation Manna, The Lighthouse, refugee
sponsorship). |

E.
Finance Committee
1. Membership:
a. This Committee shall
consist of three members and an alternate Treasurer
appointed by Classis.
b. The Treasurer of Classis shall serve as an
ex-officio member of the Committee.
2. Mandate:
a. present to the Stated
Clerk an annual budget by June 30 of each calendar
year and an audited financial statement by March 31
of each calendar year.
b. annually review and, at the September meeting of
Classis, make recommendations regarding the
following year's:
(1) remuneration of the
Treasurer and the Stated Clerk.
(2) allowable rate of compensation for travel, meals
at Classis, meeting expenses, appointed delegates to
Synod, etc.
(3) rate of remuneration for guest preachers at the
Churches of Classis.
c. report routinely at
Classis prior to the financial report by the
Treasurer.

F. Home Missions Committee
1.
Membership: The Committee will compose of at
least 6 members.
A representative from the Regional
Team will
serve as an additional member of the Committee as a
resource person. The members of the Committee
will be gifted, visionary persons willing to put in
the necessary time to fulfill the mandate of the
Committee.
2.
Mandate: The Home Missions
Committee works in partnership with
and assists the Churches of
Classis as they seek to
fulfill their missional calling and be the agents of
reconciliation for the Kingdom. This would
include the following:
a.
Assist the Churches to encourage and equip their
members to be active in prayer
and cultivate a missional mindset and an incarnational
presence in their communities.
b.
Stimulate networking and
partnering between Congregations
and ministries in Classis
encouraging them to share the gospel with those in
the community in ways that are contextualized and
culturally relevant.
c.
Provide information and sponsor educational sessions
that stimulates the imaginations of Churches in
Classis to cultivate a
missional mindset and
initiate specific strategies for a wholistic approach to presenting the gospel of the Kingdom.
d.
Encourage Churches to develop specific initiatives
to start new ministries, plant new
Churches, and to
invite the Churches in Classis to partner with the
Committee in their efforts.
e. Provide resources and help
facilitate established Churches as they go through
processes of renewal and discernment especially in
the context of the rapidly changing demographics of
the GTA.
f.
Process and recommend to
Classis special ministry funding requests which may
be submitted by
Congregations.

G. Nominating Committee
1. Membership:
a. This Committee shall
consist of five members. Members
should be acquainted with the Churches and
ministries of Classis. They should also reflect the
diversity of Classis, geographical and otherwise.
b. The Ministry Coordinator shall serve as an
ex-officio member of the Committee.
2. Mandate:
a. Keep an up to date
record of all those appointed to serve as members
Classical Committees, delegates to boards and
agencies, and other functionaries of Classis.
b. Keep record of all appointees who finish their
terms, retire, resign or who for any other reason no
longer serve their appointment.
c. Alert Church councils of all present and
anticipated vacancies in time for councils to
consider and submit nominees
for inclusion in the January Classis Meeting agenda.
d. recruit nominees when responses from councils
prove inadequate.
e. submit a complete integrated ballot of
nominations for all up coming vacancies to Classis.
Such nominations shall include information about
each nominee's suitability and availability for the
position. |

H. Race Relations Committee:
1. Members: This
Committee shall consist of at least six persons.
2. Mandate:
a. Mission Statement:
Our purpose is to encourage racial
and ethnic diversity within
Christian Reformed Churches by providing forums for
learning and sharing experiences that will
intentionally foster understanding, reconciliation,
and enrichment between cultures. (Ephesians 4:12,13)
b. Duties:
(1) Identify on a
recurring basis significant cross-cultural issues
and needs that confront the Churches of Classis.
e.g. survey.
(2) Provide educational
opportunities that enhance current cross-cultural
understanding and harmony. e.g. conduct forums for
people to tell stories and create momentum for
intentional ministry; respond to or initiate
conversations with Churches to assist them in
identifying barriers and pursuing racial diversity.
(3) Contribute to the
resolution of conflict resulting from our
cross-cultural differences.
(4) Encourage and assist
Classis and its Churches in utilizing multi-racial
leadership.
(5) Submit plans, goals,
and progress reports to Classis on an annual basis
and review every three years the overall mandate.

I.
Safe Church Team 1. Members:
Members of the Team are delegated, one
representative by each Congregations of Classis for three year terms.
Members who have completed their term and have been
trained to be on an Advisory Panel will be asked to
stand as an Associate Member for a one year term.
The purpose of an Associate Member is to be
available for an Advisory Panel if needed and to
allow adequate time for new members training.
The Team shall
designate one member of the team as convener and one
as alternate convener.
2. Mandate:
a. Members of this team
will work collaboratively with local Congregations
and other organizations to provide education around
abuse prevention for Churches in Classis .
b. Members of the team will be available to serve
when adherence to the denominational guidelines for
response to allegations of abuse require the service
of an abuse response team. The convener shall then
convene an advisory panel from the team to deal with
specific cases. Contact may be made through the
convener or his/her alternative.
c. The services provided by Classis abuse response
team shall be those designated by the denominational
guidelines for response to allegations of abuse as
they are updated from time to time. The advisory
panels convened by the team shall adhere to these
guidelines.
d. Members of the team will receive training and
education regarding their role and function.
Training to be provided by the Denominational Office
of Abuse Prevention particularly as they apply to
the formation of Abuse Response Teams, and other
resources as deemed suitable by the Committee.

J. Youth Ministry Committee
1. Membership: The
Committee consists of 6 regular members three of
which should be youth pastors and/or directors, paid
or unpaid.
All individuals should have a heart for youth in the
Church and in the community.
2. Mandate:
a.
Advocate for youth ministry among the Churches of
Classis . This includes leadership
training for Church leaders, youth pastors, youth
volunteers and students.
b.
Encourage Interchurch relations within Classis by providing resources and supporting events
that bring youth together to worship, learn and
fellowship.
c.
Create awareness of service opportunities that
combine individual Church efforts to make a greater
impact on the community.
d. Locate
and offer resources and support to other Churches
involved in youth ministry.
e. The Committee meets no
less than 3 times per year
f. All new information on
resources and events will be made available on the
Classis website.

X.
RULES OF ORDER
All rules that existed previous to acceptance of
these rules shall be void. Rules can be added
changed or deleted to
these rules only by decision of Classis.
According to the Church Order, in ecclesiastical
assemblies "ecclesiastical matters only shall
be dealt with and that in an ecclesiastical
manner". "A major assembly shall deal only
with those matters which concern its Churches in
common or could not be finished in the minor
assemblies."
A. A Main Motion: A
main motion is a motion that presents a matter to
Classis for its consideration or action
1. A main motion is
acceptable when the following conditions have been
met:
a. When the mover has
been recognized by the Chairperson;
b. When the motion has been duly seconded;
c. When the motion has been recognized by the
Chairperson as acceptable;
d. When, at the request of the Chairperson or the
Stated Clerk, the motion has been presented in
written form.
2. A motion is not
acceptable under the following conditions:
a. If it is contrary to
the Scriptures, the Confessions, or the Church
Order.
b. If another motion is before Classis, or if it
conflicts with any decision already made by Classis
at the same session.
c. If it is verbally or substantially the same as a
motion already rejected by Classis, or if it
interferes with the freedom of action by Classis in
a matter that was previously introduced but of which
no disposal was made.
d. A main Motion, as soon as it is adopted, becomes
a design of Classis.
B. A Motion to Amend:
This is a proposal to alter a Main motion in
language, or in meaning before final action is taken
of the main motion.
1. A Motion to Amend may
propose any of the following: to strike out, to
insert, or to substitute certain words, phrases,
sentences or paragraphs.
2. A Motion to Amend is not a proper motion-to-amend
if it nullifies the main motion or if it is not
relevant to it.
3. All motions may be amended except the following:
a. To adjourn;
b. To amend an amendment;
c. To lay on the table or take it from the table;
d. To postpone indefinitely;
e. To reconsider or to rescind;
f. To take up a matter out of its regular order;
g. Appeals for the Order Of the Day; requests or
questions;
h. Points of Order.
C. A Motion To Defer
Action Or To Withhold Action.
1. When Classis deems it
advisable, it may decide to table a motion
temporarily. Tabling a motion implies that the
assembly will resume consideration of it at a later
hour.
2. If a matter has been deferred to a definite time
and Classis is at that particular time busy with an
undecided matter, Classis need not be disturbed or
interrupted in its work by the consideration of a
postponed matter, if this can wait until Classis
disposes of the question at hand.
3. If the Classic prefers not to take action
regarding a matter, it may adopt a motion to
withhold action.
D. Objections to the
Consideration of a Question: If any member
of Classis is not satisfied with the ruling of the
Chairperson, the matter is referred to Classis for a
decision.
E. Right of Protest: It is a right of
any member to protest against any decision of
Classis. Protests should be made immediately, or
during the session in which the matter concerned was
acted upon. Protests must be registered individually
and not in groups. Members may, if they desire, ask
to have their negative vote recorded. Such requests
must be made immediately after the vote is taken.
The record shall show the grounds for the negative
vote.
F. The Call For the Division of The Question:
At the request of one or more members of Classis, a
motion consisting of more than one part must be
divided and voted on separately unless Classis
decides that this is not necessary.
G. A Motion To Bring A Matter Once Decided Again
Before Classis: If any member of Classis,
for weighty reasons, desires reconsideration of a
matter once decided, the following course may be
pursued:
1. A motion may be
offered to reconsider the matter, provided the
motion is elucidated with proper motivation. The
purpose of this motion is to propose a new
discussion and a new vote.
2. A motion may be made to rescind a previous
decision. The purpose of this motion is to annul or
reverse a previous decision. (Note: Rescinding
pertains to decisions made while Classis is in
session. Succeeding Classis may alter decisions of
former sessions of Classis. The new decision
invalidates any former decision in conflict with it.
H. Discussion and/or
Debate:
1. To obtain the floor, a
speaker must be recognized by the Chairperson.
2. If a speaker fails to adhere to the matter under
discussion or becomes unnecessarily lengthy in
his/her remarks, the Chairperson shall call his/her
attention to these faults and insist on pointedness
and brevity.
3. If any member has spoken twice on a pending
issue, others who have not yet spoken shall
ordinarily receive priority from the Chairperson.
4. When the Chairperson believes that a motion under
consideration has been debated sufficiently, He/she
may propose cessation of debate. If a majority
sustains his/her proposal, discussion shall cease
and the vote shall be taken.
5. Any member of Classis when s/he deems a matter
to have been debated sufficiently may move to close
the discussion by calling the question. Should a
majority be in favour of calling for the question,
the vote shall be taken only after those who have
requested the floor shall have been recognized.
I. Voting:
The several methods of voting are:
1. By "voice"
or "aye". This is the more usual method of
voting.
2. By show of hands.
3. By ballot.
a. In delicate matters of
discipline and other matters of a critical nature
and of great importance, that Classis shall vote by
ballot.
b. Matters pertaining to persons shall always be
decided by ballot. |

Appendix
Organizations constituted by the delegates to
Classis but not functionaries of Classis
nor accountable to Classis
A.
The Lighthouse
1. The Lighthouse
Ministry, also known as The Christian Reformed Inner
City Ministry, serves the ethnic communities of its
neighbourhood in the name of Christ. It is a legal
corporation with its own by-laws.
2. The membership of this corporation consists
largely of the member Churches of Classis
though other individuals, corporations, partnerships
and other legal entities may be admitted as members
by the Board of Directors.
3. The annual meeting of the members of the
corporation occurs at the May meeting of Classis. At
this time Classis temporarily suspends its meeting
as Classis and reconvenes as the membership of the
Christian Reformed Inner City Ministry. A member
Church shall be represented by one of its delegates
to Classis .
4. Responsibilities to be carried out at the annual
meeting are as outlined in the By-Laws of the
Ministry and shall include dealing with Minutes, the
annual report, the audited financial statements,
adoption of the budget for the current year,
appointment of an auditor for the current year,
election of the Board of Directors whose terms are
until the next membership meeting, and other
business as may seem appropriate to the meeting.
5. Members may resign by resignation in writing
which shall become effective upon acceptance thereof
by the Board of Directors.

B.
The CRC Extension Fund (herein after CRCEF)
1. The CRCEF
was organized in 1970 by Classis to help
Churches and Christian schools in the financing of
new projects. While initially it was intended for
its own Churches, the CRCEF broadened its activities
to include all of the CRC community in Canada. The
CRCEF is incorporated under the Corporations Act of
Ontario. As such it has its own By-laws and operates
entirely separate of Classis.
2. The CRCEF is a non-profit corporation with
charitable status under the Income Tax Act. It has
no shares but rather is "owned" by members
which consist of member Churches of Classis
and each of the Board Members. In addition its
charter allows for others such as individuals,
corporations, partnerships and other legal entities
as are admitted by the Board to be members.
3. Each member in good standing is entitled to one
vote on any matters at any meeting of the members.
The members shall be represented at the meeting(s)
by a natural person.
4. Each member may resign by resignation in writing
which shall be effective upon acceptance thereof by
the Board.
5. The annual meeting of the CRCEF is held at the
May Classis meeting. At this time Classis
temporarily suspends its meeting and convenes
together with the directors present, as the
membership of the CRCEF and conducts its business
6. The business transacted at the annual meeting
shall be as per the By-laws and shall include a
report from the Board, the financial statements for
the preceding fiscal year and the report from the
Auditors. At this meeting a board of directors shall
be elected and auditors appointed for the ensuing
year. The members may consider and transact any
other business without any notice thereof, subject
to the requirements of the Corporations Act/By-laws.
7. The Board or the President or Vice-President has
the power to call at any time a general meeting of
the members.
8. In 1982 the CRCEF set up the CHRISTIAN REFORMED
CHURCH COMMUNITY RRSP, a group RRSP under the Income
Tax Act. It is managed by the CRCEF As with the
CRCEF, no funds/deposits are solicited outside of
the CRC community. Funds are invested in mortgages
on CRC Churches and Christian Schools with close
alliance to the CRC. Cash on hand is invested in
government of Canadian bank instruments. Financial
statements are presented at the CRCEF annual meeting
for information.
